Public procurement can be an effective tool for promoting innovation and integration of renewable energy (RE) – for municipalities and businesses. However, there are also barriers that need to be overcome. For example, it may be difficult for a public authority to find the small and medium-sized enterprise that can offer innovative services. By the same token, complex public procurement procedures might represent a burden for the SMEs. In this context, the workshop will present the process of a tender, analysing the participation, implementation of the work and possible barriers in the presentation and management of projects.
The online session aims will start with case studies and first-hand reports from the public authority and the SME side, followed by comments and observations of experts both on the barriers (including EU procurement rules) and opportunities.
Participants will have the opportunity to analyse the topic of green public procurement from different perspectives, thus having a complete picture of the opportunities to be taken as well as the challenges to be faced.
