Predmet nabave se sastoji od izrade izvedbenih projekta i građenja komunalnih vodnih građevina za vodoopskrbu i odvodnju otpadnih voda, javnih prometnica i javne rasvjete, infrastrukture distribucije električne energije, distribucijske mreže toplinske energije i elektroničke komunikacijske infrastrukture.
Detaljna tehnička specifikacija se nalazi u Knjizi 3 Dokumentacije o nabavi (Tehničke Specifikacije). Radovi će se izvoditi prema Općim i Posebnim Uvjetima Ugovora o građenju građevinske i inženjerske radove po projektima Naručitelja, prvo izdanje 1999. (tzv. FIDIC Crvena knjiga).
