Short description
Helen Ltd as the Contracting Authority is planning to build a new heat pump station (Eiranranta heat pump station) to Munkkisaari area in Helsinki. The main objective of the project and this procurement is to increase the capacity of carbon neutral production of disrict heat and district cooling by utilizing the waste energy of purified sewage water. The project is currently in the planning phase and the final project execution decision is scheduled to be done in December 2022 (subject to changes).
In this procurement, the Contracting Authority is seeking a development project (later "Development Project") partner for designing and building of three heat pump units to Eiranranta heat pump station as described in this EU Procurement Notification (especially in II.2.4) Description of the procurement) and it's Appendices. This procurement will be executed with negotiation procedure.

Description of the procurement
Helen Ltd is seeking for a supplier of three (3) heat pump units to Eiranranta Heat pump Station. The scope of supply includes all necessary steps from designing and manufacturing to installation and commissioning. The designed heat pump units shall meet following requirements:
-Refrigerant R1234ze
-As high heating capacity as possible
-Maximum dimensions of the unit 16 m x 9 m x 7 m (length x width x height) approximately
-Maximum heating outlet temperature ≥95 ˚C
-Sewage water to evaporator
Approved compressor type: turbo compressor
The heat pump unit shall be designed so that:
a) inlet temperature of sewage water to evaporator varies between + 5…+15 °C.
b) inlet temperature of district heating water to condenser varies between +38...+55 °C.
The above mentioned temperatures will be specified in the final Request for Tender.
Estimated maximus flow of sewage water at the heat pump station is ~12400 m3.
The Tenderer Candidate which offers to take part in this development project as the designer shall also be the manufacturer of the heat pump. The heat pump unit as a whole with all of the parts and appliances must meet the obligatory EU directives, and their manufacturing shall follow EU-standards. The manufacturer shall present CE acceptance with Declaration of Conformity for the heat pump unit they deliver.
The Contracting authority reserves its right to reject a Tender, if the proportion of products, originating from the third countries of the world (as defined in an EU act 952/2013 of the European Parliament and of the Council) exceeds 50% of the total value.
The designing work will be done between March and October 2022. As an outcome of this design work the Tenderer Candidate shall present binding tender for supply of the designed heat pump unit. The final tender shall be presented by October 2022. According to the current schedule the Contracting authority will decide on pursuance of the investment by December 2022.

The design and production of the heat pump units in the scope of this supply is one technical entity which cannot be divided into lots.
